I presume you are trying to open the document from within the browser. Try the following options instead:

  1. Try a different browser. Sometimes files don't behave the same.
  2. If no succes, open Adobe Acrobat Reader.
  3. Do you see an option to accept the user license? If so, click yes.
  4. Try your document again.
  5. If no success, download the document and open the document via Adobe Acrobat itself rather than the browser.

Options #1 and #5 are the ones I have seen the most. I hope this helps! If not, you may need to contact ITS and ask what the problem may be.
