Non-U.S. citizens residing in the U.S. without an immigration status must meet certain criteria to be covered by the Texas S.B. 1528 Affidavit. This Affidavit allows these student to apply to Texas colleges and universities as an in-state resident for tuition purposes. The criteria is as follows: 1) graduated/will graduate from a Texas High school, 2) resided in Texas for at least three years priorr to graduating from High School, 3) Resided/will reside in Texas for one year after enrolling college.
